A view from across the capital stack: The challenges of net zero investment

This panel features speakers spanning the UK’s capital stack, giving granular insights into the different types of capital and the factors that would lead them to invest into public sector Net Zero ambitions. The panelists will also discuss and explore how different modes of finance can collaborate to de-risk and scale up investment.

Stuart Leslie, Director, Local Authority Advisory & Lending, National Wealth Fund
David Galt, Director, Sustainable Project Finance, Barclays
Pete Gladwell, Group Managing Director, Legal & General
3Ci Insights: Building the case for investment with local authorities
Accessing private finance is essential to enable councils to deliver large-scale decarbonisation. To support this, 3Ci, with professional advisory support from KPMG, developed detailed Investment Memorandums (IMs) in collaboration with the London Borough of Hounslow and Glasgow City Council. Barclays provided feedback to 3Ci to help understand likely investor expectations.
This session will explore the insights and learnings that arose from this project, and the considerations of this as a future path to Net Zero investment.
Grant Aaron, Senior Consultant, Investment, Connected Places Catapult (Moderator)
Mary Kerr, Climate Finance Manager, Glasgow City Council
Steven Wilding, Head of Net Zero and Green Economy, Hounslow Council
Natasha Schlichtkrull, Associate, Amberside Investors
Introducing Barclays Policy Paper: Unlocking regional potential in driving growth and the green economy
Barclays will mark the launch of their new policy report that examines how local government – in particular, the future Strategic Authorities – can be empowered as drivers of the transition economy, and how targeted public policy can unlock the private finance needed to support local government deliver net zero and green growth.
Sophie Fry, Director, Head of Sustainability Policy Development, Barclays
